There are two reasons why you might not be
able to call someone:

1. They've blocked you
Until they unblock you, you won't be able
to call them.

2. They only allow calls from their contacts
or selected users. To allow you to call
them, they'll need to change their settings
via: Me > Security & Privacy > Call > Who
Can Call Me.
